Just one more extension, bro: Court extends Carindale’s eternal development to 2027

If the Greendale Way Shopping Centre DA being extended again was on your 2025 bingo list then well done!
The developer of 15 Greendale Way has successfully appealed Council’s refusal to grant a fifth extension to their Development Application (DA) in the State Planning & Environment Court.
The State Planning & Environment Court has ruled that the currency period for Carindale’s “eternal development” will be extended to 31 March 2027.
This is even though this DA was first lodged in 2008, when Kevin Rudd was the Prime Minister and George Bush was President of the United States.
This gives them another two years to start meaningful work on the site.

I am sure this news will come as a great shock and disappointment to many residents, as it did to me.
Ultimately, the developers successfully argued that the construction company they entered into a contract with went into insolvency in 2022 due to COVID-19 and that an extension should be granted in those circumstances to allow them to find a new builder.
They used this to explain the delay in development, despite the fact that this site has been “intended for development” since 2006, and approved for development since 2008.

Ultimately, while we must respect the court's decision, this news is very disappointing. The development has been zoned specifically for a shopping centre, which presents the opportunity for a better-connected suburb with jobs for local residents and the opportunity to start forging our own identity for Carindale away from the major shopping centre.
Carindale residents have been frustrated with the lack of local shops in the area since it was developed and have been forced to fight for carparks at Westfield Carindale for years.
Unfortunately, Council cannot compel a property owner to build an approved development.
All we can do is hope that something is finally done with this land.
